Cement’s Most Certain Risk Isn’t Carbon — It’s Demographics
The cement industry spends its strategic attention on two long-horizon problems: decarbonization and capital. Both are real. But the most certain risk facing the sector over the next decade is neither — it is demographic, it is already underway, and unlike carbon or capital it runs on a fixed timetable that no strategy can defer.
The math is not a forecast — it is arithmetic
Three numbers tell the story. First, more than half the world's countries — 131 of 237, holding 68% of the global population — are now below the fertility level needed to replace themselves (UN, 2024). Sixty-three countries — including China, the world's largest cement producer, alongside Japan, Germany, and Italy — have already passed their population peak. Second, the post-war generation is leaving the workforce in record numbers: roughly 11,400 Americans turned 65 every day in 2025, the highest ever, in a “Peak 65” wave that runs through 2027. Third, in manufacturing specifically, Deloitte and the Manufacturing Institute project 2.8 million roles vacated by retirements this decade — the single largest driver of unfilled jobs.
Fewer people entering at the bottom, the most experienced people leaving at the top, at the same time. That is the shape of the next ten years for heavy industry.
Why cement gets the harder version
Every heavy-process industry faces this — refining, steel, power, mining. Cement gets an especially sharp version because of how the work is done. A kiln runs continuously, so there is no batch to pause while you bring a newer operator up to speed, and a wrong call propagates fast into refractory damage or off-spec clinker. Quality is a real-time act of reading the process and correcting it before it drifts — judgment, not a checklist — and every plant is effectively one of a kind, so generic training does not transfer. The expertise that matters is specific to that plant, it lives in a handful of long-tenured people, and the most critical precision skills are often held by one or two technicians. When they retire, the plant does not lose a job description. It loses a body of judgment that was never written down.
You cannot hire your way out
The instinct is to recruit harder and train faster. Necessary — but not sufficient, for a structural reason: the labor pool is contracting at the same time demand for experience is spiking. Below-replacement fertility across two-thirds of the world means fewer young workers in absolute terms, and the asset being lost — decades of accumulated, situational judgment — cannot be created by hiring. It can only be developed over years, by the very people who are leaving.
Which reframes the whole problem. This is not primarily a recruiting problem or a training problem. It is a knowledge-capture problem: the organizations that come through the next decade strongest will be the ones that systematically preserve what their most experienced people know — before it retires.
